AN EDUCATIONAL IDEA

Months after the ADA became law, President Bush also signed into law an expanded version of Public Law 94-142. It is called the Individuals with Disabilities Education Act (IDEA), Public Law 101-476. In their book, The Complete Learning Disabilities Handbook, Joan M. Harwell and Rebecca Williams Jackson explain that “IDEA redefined the definition of a learning disability.” They continue: “The definition also states who is included and who will be excluded from special education services under the label ‘learning disabled’.”

Public Law 94-142 focused on providing a learning environment free from restrictions for students with varying disabilities. IDEA made it possible for infants and toddlers to also receive educational services. The law also allows for additional funds to help schools meet the needs of students with disabilities. IDEA significantly expanded the types of disabilities covered. Section 504 of the 1973 Rehabilitation Act focused on services for kids with mental or physical impairments.
